11" Antique Vases

My mother had these vases in her family before I was born in 1948.  She said they were purchased some years before that.  I need to know what they are since there is no marking on the bottom of the vases (2) except a 4 digit number 4656 and 4686.  They had felt glued to the bottom of each vase that I removed to try and find a maker mark.  They measure 11" high.  I would like to know their value and maker for insurance purposed.
