Looks like a carnival/fair prize. I was surprised to check eBay and see some had sold for quite a bit. This one got $25 https://www.ebay.com/itm/284401411894?hash=item4237a52736%3Ag%3APqUAAOSwRbVhD%7Ebn&nma=true&si=H%252B4m6b1VENVjImEQpyGwlpsOWJY%253D&orig_cvip=true&nordt=true&rt=nc&_trksid=p2047675.l2557 And this one https://www.ebay.com/itm/353467795857?nma=true&si=H%252B4m6b1VENVjImEQpyGwlpsOWJY%253D&orig_cvip=true&nordt=true&rt=nc&_trksid=p2047675.l2557 $59.99. I’d guess it was from the 1960s, maybe by Fred Silber Co. Ferndale, Michigan, USA.
