This is what's known as a "Patent Rocker" and dates from the last quarter of the 19th Century. They were called "Patent" because the metal hardware that allowed them to fold or otherwise be manipulated was often patented, quite often the metal hardware will have patent date markings. Values for Victorian furniture are currently very modest with chairs like this often selling for under S100.00 at auction.
