Antique Toy Horse

This is either a child's pull or ride on toy. It stands 24" high at the head and is 26" long. It has a horsehair tail and mane (the mane has since detached but I have it). Green eyes and what appears to be leather hooves. There is a rope attached to the metal frame that has wheels for pulling or scooting along....I added the floral garland for decoration. My mom was born in 1922 and said that she didn't recall anything like this. I have looked everywhere but I do not see any manufacturers markings. Very curious as to how old it could be, a little history on it and it's value. I bought it at an estate auction quite a few years ago.
