They make watches, clocks, boxes etc.
17 Jewel pertains to the movement.
Because they are a bullk watch maker there movements (Swiss) and other parts are imported from other places and assembelled at thier location.
Your watch is missing a few things, chain and loop above winder that chain mounts on.
This piece was most likely circa 1970 - 1980 the movement itself may be earlier but you would need to open the watch and look inside for more direction on this.
I had a few of these over the years ... they are very nice in appearance and balance. The hunting and fishing themed ones really appeal to what I like. With your fisherman front and floral back this may have been made at a time, when the alternate fishing back was unavailable (not in stock) thus they used a floral inscribed back in its production to keep the workers working.
