Bag face rug, Persian?

I was recently given this rug, I think it is a bag face rug, and most likely Persian, dating from around 1900's, but I know just enough about this kind of thing to be dangerous and would really appreciate a second opinion. The rug measures approximately. 2'x2' square and has a couple of small losses to the fringe, as well as a couple of worn spots and a fabric loop that I believe would be a remnant from when it was used as a bag.
