Beautiful 18kt gold hand painted /1800s

Description This item has been brought to several antique dealers and noone seems to be able to locate anything about the history or value. We did see an identical one (besides color) in a china cabinet at the Bel-Meade Mansion years ago. We would appreciate any info as to the history or value. Thank You
