I think the non English words say Microwave. So I think it’s trying to tell you it’s microwave safe and I think the writing is in Japanese. Hopefully someone who reads Japanese (if I’m right) can help more.

The dish is not that old, dates from the mid 1970's. The label does read "Safe for Microwave". I have no information on the company though.
