Any artist/publisher in formation should be on the bottom margin below the title. Sometimes this is covered by the matting in the frame. $3000.00 is very unlikely as a value unless you have something very rare, comparable prints often sell at auction for under $200.00.

at the time 3000.00 in Hungary was worth $12.00 American, so I took the
cover of the art a found it to be a page of a book framed... Funny... Thank for
getting me to open it up....

We see this a lot, book prints and even calendar illustrations mounted in frames and sold as original prints. It's always a good idea to remove prints from their frames to see what you are dealing with.
