Can't tell you who the artist is, but this image was once sold on ebay it seems...

The ebay-page itself is long gone, so I'm unable to find any info there
To me it looks like a renaissance take on the venus/psyche with cupid/cherub motif...
From the pictures, the brushstrokes seems somewhat amateurish, but it's hard to say without higher quality photos... Upload some to imgur perhaps?
