Peruvian or Bolivian Pottery Man Figure / Effigy Whistle. Poss Inca?

Description I hope that I can get some ID help with this different piece. It looks like it was cast and then hand finished. It is a larger pottery whistle in the form of a Native Indian. He could be Inca, but the necklace and thick lips also point to Mexico. He is about 7.5" tall and is completely unmarked other than two parallel lines that may not be markings. You can see them by his right foot in the last photo. Thank you in advance for any information!
