picture frame with picture

I am contacting you in reguards to a picture frame i have and was wondering if you could help me? I would like to know about when the frame was made and any other information you might have about it? the frame measures 31" tall X 27" wide. Also i was wondering about the hand drawn picture in the frame. I know this person is some one in my family but dont know who. Maybe u could give me a rough estimant of value? any thing will help.
