Not sure exactly what it is, I think it is for saving tea bags?  I am not sure on the maker either, but I included pictures.

I would love to know more about it and potential worth.

Looks like a tea strainer, it sat on the cup and hot water was poured through it. It appears to be silver plated, sterling examples would have hall marks to indicate the date made, the city the sillver was assayed and the maker.
