Table with 28 drawers...??

Purchased at an auction. This table reminds me of a coffee table as it sits so low to the ground. What baffles me is the 14 small drawers on each side for a total of 28. Each drawer has a marker # and letter. Ex. C12 and B9 and they have their own spot in this "table." Also, each drawer has a ring pull but it's held in with a clasp of sorts. Can anyone help solve the mystery of this item? Where is came from, what it is and what it's worth? Thanks so much. I've been racking my brain and just can't figure it out.
