Unique top need help with identification please!

Hi all,

As my posting title suggests I am bewildered as to origin of this top and any other significance of this top. It appears very well made with special care to detail and has a hand written tag. Ive been asking around and I still do not have a definitive answer. If anyone has any valid ideas about this top I really would appreciate the help. 

Size appears it would fit medium to large adult  male or large female possibly.

the material is weighted material and all over art design.
