Very old toy my great grandma left me please help

Description

I have had this toy for half my life i cannot find any information on it or anything else like it. This is very old and i really want to find out when it was made and how much it might be worth.

Before My great grandma passed away about 10 years ago and she left me some old ww2 coins and this strange black head toy with a metal ball in its mouth... i know its very very old there are no marking on it, she told me it was around 80 years old.
