Vintage Decorative Ice Bucket/Biscuit Barrel?? Would love to find out more info about it!

I got this item from a local charity shop and I'm just generally curious about it as I haven't seen anything like it before. 

I am assuming it is some sort of ice bucket as it is metal on the inside but i really have no idea. I also have no idea how old it may be or where it originates from.I realise that it is probably not worth very much at all, I would just love to know a bit more about it so if anyone could help I would really appreciate it.
