Based some lamps seen on the market with exact same figures (except unpainted) and attributed to Richard Eckert & Co, this could be made by one of the Volksted, Germany porcelain factories.

Levitron was a wholesale electrical supply company who provide original and replacement lamp parts. I've seen this lamp in both table form and as a hanging lamps. Currently at auction they are a hard sale, often selling for under $50.00.
