Vintage Signed Oil Painting - Maybe Early-Mid 1900s?

Hi, I can't find this painting or artist anywhere. It's signed by noly? It has a label that says made in Belgium and I beleive it refers to the painting, not frame, because the measurments match the canvas. There are numbers and letters on the canvas over the bottom stretcher bar but not completely legible. 401 followed by four characters - looks like R ? W L. Question mark could be a dash, U or O but there's a staple covering it. One thought I had was that it was restretched but not sure.
