watercolor by p scott

we have a original i believe watercolor by  p scott tbere is no print number on the painting. it is signed in pencil along with the painted signature. we have been unable to find anything on this artist or the painting value. the only place I have seen his work is rogallery ad they have not responded to my request.it is matted and in the original frame picture is size 10 3/4 x 14 1/4
