Est Circa: 1878 - 1900's Victorian Period.
Company operated from 1830 - 1938 when company sold.
The comapny made cement trowles, leather tools and other tools.
I would guess this piece might be for bricklaying or leather work.
Est Value: $20 - $40 US - although very cool not worth much.
