B&C plate with dogs, man

I love this plate with a man and his dogs (not sure what breed they are), it has a hanger and is hand painted I beleive, you can see what I think are brush strokes in the glaze. The white areas like the white dog and clouds are a very shiny glaze while the other colored areas are more of a matte finish. There are a few tiny pits? tiny holes about the size of a needle/toothpick? There is a tiny scratch on the mans arm only in the glaze, not deep. Not sure if considered mint or excellent condition. There are no chips (could send more/better pictures.) On the back you can see a bluish cast under the white glaze, not sure if this means something. and the marking is B & C with something after this. I've searched and searched and can't find it or the artists name. I would love to find out more about the plate or painter, value?
