DRGM anitque inkswell? fountain pen?

Description

This is a silver metal square inkswell fountain pen? From some research I've done online I think this is what it is. It's pretty cool.
It looks like it hangs from a belt or pants.
I'm thinking it may have been used in war or something. It just seems that convenient.
We can't seem to get the ink part of it open but when you shake it you can hear that there is ink inside.
It's got markings of DRGM and No.549896.
Can't seem to find anything on the web regarding this.
I would love to know it's history or what it's worth.

Not sure of the items history. If I had to guess it looks like something used in war. Something small enough for a soldier to keep attatch to belt and use. Item was found in an old home I just bought.
