Framed folk art

Description

I don't know much about these two little framed needle work pieces.  It appears to be old fabric with a design "painted" on it with hand stitch work around the images.  Certain parts like the apron, man's chest and woman's skirt are raised like there is some sort of stuffing behind it.  They are both marked with #4281 and there is a little piece of masking tape on the back of both of them that says 7-38.  Which I'm thinking means July 1938.   I found them at a thrift store and could tell they were old and I thought they were unique.  I'd be interested in any information you can give me about them and an idea of value.
