French Impressionism

Description

I really don't have a description. It looks possibly like black people?  There's a french flag (France). . .NO SIGNATURE.  I looked at it with a black light and the back stretcher said 8 F.  Just nothing else.  I also purchased a UV wand.  Nothing.  The black light shows more.  The frame is from Paris - a DELF.  And it has been relined.  The closest artist was DuPuigaudeau - only based on the flag.  Would love to know who painted it or the subject matter.  ANY INFO to help me get a value.
