I would recommend to clean te plate by leaving it in liquid soap for doing the dishes overnight.
(this would bring out the natural beauty of the plate)

I am no expert but it looks older to me and I definitely would not soak it without expert advice....what a fabulous gift!

I trade in Chinese and Japanese antiques and this is a common way to clean porcelain. It's def. not older. I've seen hundreds of those plates.
