Description

This original lithograph was given to my mother by her mother and my mother got it from a freind in the 1940's, she was a cook for the governors residence in North Dakota back then.  Just wondering its value and description. There is a small round or oval marking on front, I have seen one other selling in UErope for 265 Euros, but it had color splashes highlights all over it, is this more or less valuable because of the condition and original black and white, also old vintage frame needs restoration, is it worth restoring?

History handed down from Governor to grandma to mom, she knows nothing about it. I am trying to find out.
We have never removed from this frame, lithograph is mint, frame is damaged from moves over the past 50 years.
