i thnk the hallmark may be "LIEGE". Liege is a city/province in belgium. Jean-Jacques Dony (24 February 1759 - 1819) was an inventor and industrialist, who was born in Liège, Belgium.
He invented a procedure for the industrial production of totally pure zinc, which combined with copper produces brass. i found a brass letter opener with same mark on ebay at:
