Description

i can not find out what this is, i know its pensylvania rail road, and its some kind of wall plate, but ive stumped myself and all other people ive asked.  i have not cleaned the item  to keep it original.

This was an old Bill spike.  At the bottom of your plate there is a hole.  There was a thick wire that stuck out and curved upwards, like a reverse "S", and employees would stick receipts and other paper here.  Maybe you can get a piece of strong wire and restore yours.  Dates to pre-1900.

Indeed correct, very little value though, one often finds them in $20.00 box lots of office stuff at auction. Most of them date from the latre 19th century through the 1930's.
