Description

This manuscript has been in my family for a long time amidst a very very large collection of KGB and NKVD badges. I have plugged the text into several translators with varying results. It seems to be a handwritten thank you letter possibly accompanying a gift for the labor of building a structure. It is addressed as "The Assistant Chief of Staff" with many accompanying signatures at the end. It appears to be dated in the bottom right corner along with possibly the artist’s signature.

Any help regarding the origin of purpose of this document would be very helpful. A true non-google translation would also be helpful if possible as it appears a lot of words don’t translate well.
