Vintage Taj Mahal lamp/candle holder

Description

This belonged to my Great Grandmother. I am not sure if it had one time been a lamp, candle holder or what. I know she had it before I was born in 1972. It seems to be porcelain, ceramic, bisque, chalkware or something of the sort over metal. The only reason I say this is due to a couple of places inside that the covering is thinner than it is on the exterior of the figure and it is fairly obvious, there is metal. It is marked "MADE IN JAPAN".There are no other identifying markers that I can find. I would like to know 1 What was it to begin with and when was it made? 2 Roughly what is it worth just out of curiosity.
