It looks like a ROTO-TILLER. The front hooks on to a tractor and the large blades break-up the ground, while the back plows, preparing for planting,I've just not seen one so small.Maybe that will help you going in the right direction,

ive seen one, and i believe its like a row cultivator, and on top you see a part with holes in it, that was for a wooden handle with a tee on end and you actually push it manually between the rows of your crops, usually in gardens tho, my grandmother had something just about like this and she used it, used for tossing up the ground between the rows, instead of manually pulling weeds, hope this helps
