Antique Picture Frame and Oil Painting

Description

I got this picture frame & oil painting at a yard sale & was trying to find out if it's worth anything. The painting is in very bad shape & I can't make out what it's of so I guess I'm more interested in the picture frames value. It's 8 3/4" x 10 1/4" & 2 1/2" width. It has white under the paint where it's been chipped, I had read that is a way to tell it's older.  I have not been able to locate any kind of markings or signatures on either of them. Any information on what time period they might be from, who made them & the value would be great. Thank you.
