Miniature Portrait or Photo on White glass

Description

Picture of my stepdad in his military academy uniform 1923 to 1926. He was a student at a miliary academy in Chicago during the 1920s. I can't tell if it is a painting or a photo afixed to the milkglass piece. As I took it apart some of the paint or ink flaked off on the bottom right.
It is framed in a gold colr frame which is marked 926 on the loop. Thank you.
