This is what we call a " Starving Artist " piece, they are sold at " Art on a Fence" type sales by wholesalers. The paintings are made to order, the artist painting multiples of similar views, the wholesaler sells them a shows held in church halls, hotels, etc, along with expensive frames.

I have virtually identical work I bought in 1981, thinking about it as an investment in Art ;~). It hangs on my wall now to keep me humble. Sadly most sell for under $50.00 at auction.
