Definitely 1964. Looks like other 60's art, such as the big-eyed pity Kitties and Pity Puppies.

Looks like a pastel, typical of the 1960's. These were often done in front of an audience at department store art sales, carnivals and fairs. They are a hard thing to sell unless the Artist became well known.
