1897 cigar holder/dispenser table model

Description

I have a Cigar Holder/table server? (I think it is one) it is very difficult to describe.

Engraving at the back of the box reads " IBF OR JRF OR IBF (Initials) and underneath that EDINBURGH 1897"

If I unscrew the box, on the plate some leaves are engraved on it. (It look like silver OR silver plated to me)
There are no markings on it, I think this was made for someone personal.

Edinburgh had an Assay Office so it would be marked if it was silver.

It rolls so it must have been on a table. I have NO idea what that is. I cant see how it would be for cigars.

Looks like TBF initials to me.

Thank you for your reply, how would I go about to find out more about this "funny" object?

The box at the back of the carriage does look like a match box holder, but looking at it now I agree with you.
