1897 cigar holder/dispenser table model

Description I have a Cigar Holder/table server? (I think it is one) it is very difficult to describe. Engraving at the back of the box reads " IBF OR JRF OR IBF (Initials) and underneath that EDINBURGH 1897" If I unscrew the box, on the plate some leaves are engraved on it. (It look like silver OR silver plated to me) There are no markings on it, I think this was made for someone personal.

Edinburgh had an Assay Office so it would be marked if it was silver. It rolls so it must have been on a table. I have NO idea what that is. I cant see how it would be for cigars. Looks like TBF initials to me.

There is a place that deals in Scottish antiques ( I love the site),I wonder if he can give you an idea of what it is. Wont hurt to ask. http://www.trocadero.com/scottishantiquesinc/ Scottish Antiques Inc Scotland United Kingdom. There are several other Scottish dealers online (search: Scottish Antiques) you will probably find someone who can help. If you find out post it so we all can know as well please.
