1904 Louisiana purchase commemorative tin

Description

Looks like a matches holder. Says pat Mar 1 1904. Tin with silver inlay attached to the top. Has a bronze 13 star flag inlaid within that. You can read "Louisiana pu" Under the flag on the underside upside inverted. Probably is from the 1904 World's Fair. Can anyone tell me what it really is?
