It's based on the Federal Revival Style popular during the 1920's through early 30's. The painted ones are a bit difficult to sell compared to those that have been refinished or have their original finish in good condition. At auction one like this might go for $75.00.

There are several types of value used by Appraisers, what I've quoted you is what comparable vanities are currently selling for at auction, basically a "wholesale value" . When values peaked for furniture of this type in the 1990's we could get $500.00 for one that had been fully refinished, but in the current market we would have trouble getting $350.00 for one.
