1940s regency side chair with handle

Description

I am not sure this chair is European or American as I can find no information about it at all.  It resembles in shape only a English cockfighting chair, but is not one at all.  Can anyone tell me about this chair and what it would be valued at?  This is from my moth in law's estate and I have no history about it at all.
