I have this beautiful piece and I can't figure out if it is a brooch or a hat pin. And if it is an Alfred Philippe piece. Please help! Thanks ;-D

This is a very nice collectible piece. I believe it is most likely gilt sterling. Alfred was making similar pieces for Trifari during the mid 1940s. The stones are most likely moonstones. It is, however, impossible to say without it in person. If it is a sterling piece and not a lesser quality costume piece, which were also being procuded at the same time, it is worth $100-250 depending on how badly somone wants it at auction based upon previous auction records.
