antique blue and white delftware creamer?

Hi all,

I found this creamer at my local goodwill store. The creamer appears to be porcelain and it has blue flowers and leaves handpainted on it. On the underside of the creamer there is some information written down: "S17/1R" at the top followed by a picture with numbers and letters surrounding it (factory mark?) underneath. To the right of the picture there are initials, an H that connects with a B. Under the picture it looks like the word "delft" is written and then under tha, the initials "T.V." are present. All of this writing is in blue .Any information about this creamer would be extremely helpful and appreciated!
