The marking says "Handpainted 20" in English

I believe this is a tourist trade stein from Germany that is not an antique.

Est Circa: 1970 - 1980's     Origins : Germany

Est Value $20 - $30 US.

It's a modern piece, mass produced for the Export/Tourist market and most likely originally had a paper or  foil label to indicate the Importer or country of origin. A  lot of these sell on Ebay for under $30.00
