Antique Indian Salt and Pepper

Description

I inherited this salt and pepper set when my mom passed away. I remember it from my grandmother's house, and it was old then, I think.  She died in 1967.

My grandfather had a grandmother that was a full-blooded Cherokee. I don't know if there is any connection to these or not. 

I have scoured the Internet to no avail; there is nothing like them.  They are numbered on the bottom. The corks are there, but one of them is up inside. 

Can anyone help me to date and value the set? Thank you very much.
