This is a lamp I inherited from my father. It is pretty heavy. The cigarette/cigar lighter is inoperable but can likely be repaired. The sticker on the base of the lamp says ECCO products.

A search for Art Deco smoking stands will help you find similar items. I've not yet found this same one.

ECCO might be Electric Chain Company of Canada though from what I can tell they mostly did jewelry.
