According to this site https://myriadtradingco.wordpress.com/2010/05/27/nippon-backstamps-and-known-dates-of-manufacture/ “Pagoda Hand Painted Nippon”, no known manufacturing date(s). Values for Nippon took a tumble in the 1990's and never really recovered its previous highs. Pieces marked Nippon were made in Japan from about 1891 to the early 1920's. This one is in the style of Art Nouveau examples made circa 1900. Values depend a great deal on the size of the piece, level of decoration and condition.
