The translation Means "This and That" as you stated. This would indicate its German providence. The wood looks to be European Oak to me which would place its origin from Germany. I would estimate that this piece is vintage and not and antique as it is not over 100 years old..
Concerns for me is the fact that Germans are famous for their wood carving. This is something that this piece does not have and lacks. The piece looks that it was something more mass produced perhaps for tourist market,
I would estimate that this piece is circa 1960 - 1980 in its making.
