Antique wooden sconce candle holder with crests

I found it here in Germany (I'm a medically retired US soldier). It is some kind of candle holder possibly once wall mounted. It's 2 pieces connected. The bottom is a striped kind of wood while the top piece that holds the candle is a rounded block of some kind of darker wood. Crests have been whatlooks like shalacked on around the outside of the top piece.
