Antique/Vintage Hanker-chief

Description I found this hanker-chief with some other antiques I have. I found it folded up inside an old flapper purse. From what I can tell it is in great shape. there are three separate stains on the hanker-chief (which are in photos). I would think the stains can be removed, but I'm not sure what would be the best way to clean them.(should i Iron it?) on one side there is a sticker that says "RNI4750,100% cotton,Made in Japan". and on the other side there is a sticker that says "Hand Painted". I do not know what the value of the hanker-chief is. But I would like to sell it. as far as dating, I would guess around 1950's.
