Pieces like this are often examples of what's called "Whiteware", in other words, it was sold as an undecorated blank and hand painted by who ever bought the blank porcelain. Many companies in Europe sold whiteware, sometimes in the form of "Seconds", blanks with some minor defects. These would be decorated by Art students in private studios or by Hobbyists, in most cases the decorators of these pieces are unknown unless theri is a family provenance to the piece. We'd retail a comparable piece for less than $150.00.
